Organize agents into collaborative teams (internal/orchestration/) with 3 delegation modes:

Auto: Router selects the most capable agent based on capabilities and token availability.
Explicit: Fixed workflow DAG defined in team settings.
Manual: User prompts explicitly specify target subagents.
